Health technology assessment (HTA) by the French HTA authority, Haute Autorite de Sante (HAS)

Abstract
France has national healthcare insurance. The Social Security Act (Securite Social) was established in 1945. The insurance funds were integrated into the national union of health insurance funds (UNCAM), and regional union of health insurance funds (URCAM) in 2004. UNCAM plays the role of negotiation representative. Any drugs, medical devices, and medical procedures that are registered in the positive list for reimbursement shall receive healthcare technology ssessment (HTA) by the Haute Autorite de Sante (HAS). The HTA of HAS consists of two components, efficacy/effectiveness assessment and economic evaluation. The Transparency Committee, one of the scientific committees of HAS, is responsible for assessing the effectiveness of drugs. The National Committee for the Assessment of Medical Devices and Health Technologies (CNEDiMTS) carries out the effectiveness assessment of pharmaceutical drugs and medical procedures. Their effectiveness is evaluated by clinical benefit (SMR or SA) and improvement in clinical benefit (ASMR or ASA). The Public Health and Economic Assessment Committee (CEESP) is responsible for economic evaluation. Drug and medical device price setting is established by the Economic Committee on Healthcare Products (CEPS). The drug/medical device reimbursement rate, registration of medical procedures, and medical procedure tariff are determined by UNCAM. The Department of Health decides on the registration of drugs and medical procedures in the positive list. The HTA process takes 90 days for appraisal and 180 days for price negotiation. The HTA reports are posted on the HAS website.
